Flotilla 38 is participating in the Coast Guard "Adopt-A-Cutter" program by providing operational support to the the United States Coast Guar Cutter RELIANCE, which is homeported at the Portsmouth Navy Shipyard.

Members of Flotilla 38 function as crewmembers of RELIANCE as watchstanders, serving as petty officer of the quarterdeck and in a variety of other special assignments throughout the ship.  Auxiliarists also have the opportunity to ship out with the RELIANCE when the cutter deploys for sea duty.
